Clients Notification on Implementing SAMR Announcement No. 28 of 2026 and Adjusting Inquiry Channels for Certification Certificates

 

To all HJC certified clients and relevant parties,

Recently, the State Administration for Market Regulation (SAMR) issued Announcement No.28 of 2026, Announcement on Strengthening Submission of Certification‑related Information and Administration of Certification Certificate Inquiry (hereinafter referred to as “Announcement 28‑2026”). This announcement sets new requirements for the submission of certification‑related information and the administration of certification certificate inquiry, and shall come into force on 30 September 2026. The adjustments directly relate to certificate information submission, public presentation, verification and tender‑project usage for certified organizations. This announcement only revises rules for information submission and certificate inquiry; the legal validity of already‑granted certification certificates remains unchanged. To implement the requirements of this announcement and enable clients and relevant parties to verify certification‑certificate information accurately and conveniently, Beijing Huaxia Juxing Quality Certification Co., Ltd. (HJC) issues the following notification regarding adjustments to certification‑certificate inquiry channels:
1. Key Highlights of the New Regulatory Requirements

Pursuant to Announcement 28‑2026, classification‑based administration for certification‑certificate inquiry shall be implemented effective 30 September 2026, together with the principle of “the‑issuer‑takes‑responsibility”:

a.For certificates issued against certification rules formulated and published by CNCA: In addition to inquiry via HJC official website, the general public may access basic certificate information through the National Public Service Platform for Certification and Accreditation Information (Ren‑E‑Yun) on the CNCA website. HJC supplies such information and bears responsibility for its authenticity, accuracy and completeness.

b.For certificates issued against certification rules developed by HJC and filed with CNCA: Valid‑certificate inquiry service shall be provided exclusively via HJC official website (http://www.hjc01.cn/). CNCA website will no longer host inquiry access for such certificates. The compliance commitment for HJC‑developed certification rules is attached in Appendix 1, issued in compliance with Announcement on Strengthening Administration of Certification Rules (CNCA Announcement No.9 of 2025).

c.Provisions on prohibited inquiry‑channel practices Under Clause 2 of Announcement 28‑2026, certification bodies shall not, by means of prompt guidance, hyperlink redirection or any other means, designate the CNCA website as the inquiry method for the validity of its own certification certificates. Accordingly, HJC official website serves as the primary inquiry channel for all certificates issued by HJC. The CNCA website shall not be treated as the sole inquiry path for HJC‑issued certificates. HJC’s certificate‑inquiry access has been submitted to CNCA and disclosed to the public.

d.Reminder on accreditation‑body status marking Under Clause 4 of Announcement 28‑2026: Where a certification body’s qualification is cancelled or revoked, or it is subject to regulatory orders for rectification, suspension for rectification or other administrative penalties, status markings for such body will be displayed alongside its name in certificate‑inquiry results on CNCA website. Such markings will be removed upon satisfactory completion of rectification, expiry of suspension‑for‑rectification period, or successful transfer of relevant certificates to another validly‑qualified certification body.
2. Impacts and Compliance Reminders for Your Organization
2.1 Certificate inquiry‑channel adjustment, new‑version certificate template and certificate re‑issuance

This adjustment only modifies certificate‑information inquiry channels and does not alter the legal validity of existing certification certificates; all previously issued certificates remain legally valid. In line with the regulatory principle of “the‑issuer‑takes‑responsibility”, HJC official website is the primary inquiry channel for all HJC‑issued certificates. Validity verification may be performed via channels specified in this Client Notification, and the legal force of certificates shall not be affected by this revision of inquiry‑channel rules.
For certificates issued against HJC‑developed certification rules duly filed with CNCA, CNCA platform will no longer provide inquiry access. Clients, tender evaluators, regulatory authorities and other relevant parties shall conduct certificate‑validity verification through HJC official website. When presenting or using certificates externally, certified organizations are requested to inform business partners, tendering parties and regulatory authorities of the correct verification path, and guide relevant parties to conduct priority verification via HJC official website, so as to avoid non‑acceptance in tendering activities and business operations due to incorrect inquiry paths.
Meanwhile, HJC will develop new‑version certificate templates corresponding to its self‑developed and filed certification rules in strict compliance with Announcement No.28 of 2026, and publish the templates on HJC official website. Effective 30 September 2026, new certificates issued under HJC self‑developed filed certification rules shall adopt these new templates. Existing certified clients are not subject to centralized mandatory re‑issuance. Certificate renewal will be completed in conjunction with subsequent surveillance audit or recertification audit.

2.2 Timely notification and processing for organizational information changes
In case of changes to your organization’s legal‑entity information including but not limited to organizational name, registered / operational / production address, unified social‑credit code, business scope and key production sites, please submit change applications to HJC and complete certificate modification formalities in accordance with HJC Client Change Notification (Document No. Juzheng〔2026〕53). This ensures recorded certificate information is consistent with actual conditions of the certified organization.
Failure to process modification formalities upon entity‑information changes will adversely affect certification‑information submission and public display of certificate inquiry results.
2.3 Cooperate in full‑cycle information confirmation to ensure timely regulatory submission
Announcement 28‑2026 stipulates time‑bound full‑cycle submission requirements for certification‑related information to SAMR (CNCA), to realize standardized and end‑to‑end submission of certification‑activity data: (1) Certification‑plan information: Submit at least three calendar days prior to audit implementation. For plan revision: submit revised plan before 23:00 on the day preceding the originally scheduled start date. For plan cancellation: submit cancellation record before planned commencement. For plan termination: submit termination record prior to completion of planned activities. (2) Certification‑result information: Submit data related to certification activities, auditors and certified organizations within one calendar day upon finalisation of certification results. (3) Certificate‑status information: Submit relevant data concurrently with certificate issuance or decisions on certificate suspension, cancellation or revocation.To enable HJC to fulfil statutory submission obligations for certification plans, certification results and certificate status in a timely and compliant manner, please verify and confirm certification‑plan data and auditee basic information before and after each audit, to prevent delayed submission arising from late information confirmation. 3. Measures Taken by Our Organization to Implement the New Regulatory Requirements Upgrade certificate‑inquiry functions on HJC official website to provide free, real‑time and convenient validity‑verification service for all HJC‑issued certificates. Inquiry access has been submitted to CNCA and released publicly. Complete development of new‑version certificate templates for self‑developed filed certification rules and publish them on HJC website. New certificates issued from 30 September 2026 shall adopt revised templates; existing‑client certificate renewal will be completed during surveillance or recertification audits. Establish internal control procedures for regulatory‑information submission, strictly adhere to statutory submission deadlines, implement the “the‑issuer‑takes‑responsibility” principle and guarantee submitted data to be true, accurate and complete. Continuously monitor follow‑up regulatory interpretations issued by CNCA. Clients will be promptly notified of any policy updates.

Appendix 1: Compliance Commitment for HJC Self‑developed Certification Rules
