国家认监委于2025年8月31日正式发布新版《质量管理体系认证规则》(以下简称 “新版规则”)。作为权威认证机构,北京华夏钜星质量认证有限公司(HJC)迅速响应:一方面组织开展新版规则专项宣贯培训,提升全员专业能力;另一方面同步制定实施方案,修订配套管理及技术文件,优化认证全流程。通过制度完善、流程再造和能力提升三维度协同推进,确保认证活动全过程严格符合新版规则要求。

为帮助HJC认证人员深入理解新版规则的关键调整,系统强化质量管控能力与合规意识,2025年9月27日至28日,HJC组织开展了新版规则专项宣贯培训活动。
本次宣贯培训采用“线上直播+实时互动”模式,面向HJC全体认证人员开展,确保参训人员全面掌握规则要点,为后续认证审核工作夯实专业基础。

培训内容紧密结合认证机构实际需求,围绕五大核心模块展开:
一、新版规则修订背景与核心变化解读:系统梳理新版《质量管理体系认证规则》的修订背景、总体思路,重点剖析标准条款的新增、删减与变更内容,帮助大家准确理解规则修订的深层意义与合规要点。
二、关键条款与实施要点精讲:针对新版规则中涉及的认证机构资质要求、风险思维应用、审核员能力要求等关键条款,结合典型行业案例进行深度解析,明确企业在体系构建、运行及认证过程中的实施路径与操作方法。
三、过渡期安排与衔接机制:详细解读新版规则实施前的过渡期时间节点、认证转换路径及HJC内部衔接机制,确保新版规则转换平稳过渡、认证工作有序衔接。
四、 互动答疑与经验交流:培训设置互动答疑环节,专家针对大家提出的体系转换难点、审核常见问题、企业落地困惑等进行解答。同时设置经验分享环节,鼓励参训企业结合自身实践交流心得,促进知识共享与能力提升 。
五、认证人员能力评价专题:新版规则对人员能力管理提出两大硬性标准,一是审核员每周期年参与QMS等管理体系现场审核时间总和不得超过180天;二是审核员每周期年匹配的QMS等管理体系有效认证证书总数不得超过50张。同时明确要求审核组需同时具备专业资质与全程专职条件。通过典型案例分析和互动研讨,参训人员深入理解了新版规则对质量管理体系认证活动的规范要求,为后续合规实践奠定了坚实基础。

【英译】On August 31, 2025, the National Certification and Accreditation Administration officially released the new version of the "Quality Management System Certification Rules" (hereinafter referred to as "the New Rules"). As an authoritative accrediting body, the HJC responded promptly: on the one hand, it organised special training on the new rules to enhance the professional capacity of all staff; On the other hand, it simultaneously formulated implementation plans, revised supporting management and technical documents, and optimized the entire certification process. Through a three-dimensional coordinated push for system improvement, process re-engineering and capability enhancement, it ensured that certification activities were strictly in line with the requirements of the new rules throughout the process.
To assist HJC certification personnel in gaining a profound understanding of the key adjustments in the new version of the rules and to strengthen the system's quality control capabilities and compliance awareness, HJC organized a special training event for the promotion and implementation of the new rules from September 27th to 28th, 2025.
This publicity and training session adopted the "online live streaming + real-time interaction" model and was conducted for all HJC certification personnel. It aims to ensure that participants fully grasp the key points of the rules, thereby laying a solid professional foundation for subsequent certification and audit work.
The training content is closely aligned with the actual requirements of the accrediting body and is structured around five core modules:
I. Interpretation of the Revision Background and Core Changes of the New - Edition Rules: Systematically review the revision background and overall thinking of the new - edition "Quality Management System Certification Rules". Focus on analyzing the newly added, removed, and changed content of the standard provisions to help everyone accurately understand the deep meaning of the rule changes and essential compliance points.
II. In-depth explanation of key provisions and implementation points: An in-depth analysis of key provisions in the new version of the rules, such as the eligibility requirements for accrediting bodies, the application of risk thinking, and the competency requirements for auditors, was conducted in conjunction with typical industry cases. Clarify the implementation path and operational approach for enterprises during the system construction, operation and certification process.
III. Transition Period Arrangements and Connection Mechanisms: Provide a detailed interpretation of the time nodes of the transition period before the implementation of the new - edition rules, the certification conversion paths, and the internal connection mechanisms of HJC to ensure a smooth transition in the conversion of the new - edition rules and an orderly connection of the certification work.
IV. Interactive Q&A and Experience Exchange: An interactive Q&A session was set up during the training. Experts will answer questions raised by participants regarding difficulties in system conversion, common audit issues, and challenges in enterprise implementation. Meanwhile, an experience sharing session was arranged to encourage participating enterprises to exchange experiences based on their own practices, promoting knowledge sharing and capacity improvement.
V. Special Section on Competency Evaluation of Certified Personnel: The new version of the rules proposes two rigid criteria for personnel competency management. First, the total number of days in which an auditor can participate in an on-site audit of a management system such as a QMS shall not exceed 180 days per cycle year. Second, the total number of valid certification certificates for management systems such as QMS matched by one auditor per cycle shall not exceed 50. At the same time, the audit team is explicitly required to have both professional qualifications and full-time status throughout the process. Through analysis of typical cases and interactive discussions, participants gained an in-depth understanding of the regulatory requirements of the new version of the QMS certification activities, laying a solid foundation for subsequent compliance practices.
Participants unanimously stated that the training content was practical and highly instructive. They have not only promptly grasped the core requirements of the new version rules, but also learned practical implementation methods, which will effectively facilitate the optimization and upgrading of the company's quality management system and lay a solid foundation for the company's high-quality development.
